After languishing as a vacant concrete hole for years, Holland Partners gained control of the site in December 2004. Partnering with OpusNW, the project was redesigned to take full advantage of newly permitted allowances in the zoning code. The move-forward project was dramatically larger and more efficient than the previous design. Timed perfectly, the project was delivered as the economy improved and was presold to a pension fund at a market-leading price. The surrounding neighborhood, with M Street at its core, has developed into a center of street energy between Downtown and Capitol Hill.
